RIFT game question.. Where is "My Capitol" when you first enter the Rift time portal (near beggining of game)?

If you are on the defiant side, your capital is Meridian. If you are on the guardian side, your capital is Sanctum. You probably need to uncover more of the map to find it. Furthermore, you have to be out of the trainer area (and make sure you do ALL of the quests there) before you get into that Rift that will port you to the actual game. Once you are out of the trainer, get on the main road, and keep going. It should lead you to your capital. The capitals areas are around level 10, so you should be able to reach it without a lot of problems.
