Has President Bush made it easier for the oil companies to make billions in additional profits?

In doing so, isn't this an enpeachable offense? For those who say,"how dare you talk about this Prez, look what Nixon did 35-40 years ago with Watergate and Bush and are the most secretive of all US Presidents. So cansidering that Pres. Bush 1st and 2nd and are all lio men, i think it is coceaveable that they are in a position of extreme influence to help their oil brotheren.
